MASTER STUDIES OPPORTUNITIES IN TURKEY FOR LAST YEAR STUDENTS
(not related to Turkish citizens)
"Yurtdisi Türkler Baskanligi", an institution operating under the authority of the Turkish Prime Ministry, provides master
studies opportunities for non-citizens of Turkey.
In this regard, last year students who are citizens of Macedonia, Serbia, Kosovo, Montenegro and Albania are eligible to
apply for scholarships for master studies in Turkey. It is not conditional that these students belong to Turkish ethnicity,
therefore students who belong to other ethnicities can also apply.
Books and brochures with detailed information about this issue are available at the IBU Library, so students can freely
visit the Library and get interested about this opportunity.

Announcement about “Licna Karta”
1. Students are required to renew their temporary residence permit for foreigners (known as Licna Karta)”. In this
renewal process, lease contract or dormitory agreement was taken as a basis.
2. Agreements with dormitories are to be over-due as of August 1, 2012. The students residing in dormitories are
obliged to make their applications to Interior Ministry via IBU legal affairs office 15 days prior to this date (as of 15
July, 2012). However, although students state that, due to summer break, they will not be able to start their
applications after July 15 and that applications should be extended by September 15, 2012, IBU is not authorized
to make amendments in the application procedures. IBU can only render lawful procedural support and nothing
else in this regard.
3. Although it was verbally said to IBU Legal Affairs Officer that applications could be delayed until September 7,
2012, we do not have a written document in our hand regarding this. IBU is an official institution, and supposed to
act on the written document basis. Since dormitories are not under the command of IBU, it is not possible to issue
a written petition to relevant Macedonian institution. IBU can only extend procedural support.
4. Therefore, students should not pay attention to such rumors (verbal statements) and have to apply for
temporary residence permit procedures in due time, 15 July 2012. In case of being delayed in applications, file
documents become obsolete / invalid, and are required to start over all the process.
5. Some students claim, if applications are made in July, because of extension of applications by November 15 they
are supposed to remake their applications, and thus, expenses will be doubled. Even if this practice could be
realized, students must respect the official written dates and start their applications as of July 15, which is the only
acceptable practice in the law.
6. Dormitory management has stated that one-year contract will be made with students as of the next year, and
such problems will be prevented to occur by this way.
