History of University
International Balkan University is an education instution which was founded by Skopje Education and Culture Development Foundation. Skopje Education and Culture Development Foundation was founded in February 2006, and later this foundation has pioneered the founding of International Balkan University.
Skopje Education and Culture Development Foundation was founded by financial and moral support of Hasan Osman Çelik, M.Şükrü Koçoğlu, Remzi Gür, Mustafa Demir from Turkey and Prof. Dr. Abdurauf Pruthi, Avni Engüllü ve Prof. Dr. Remzi Nesimi from Republic of Macedonia. Skopje Education and Culture Development Foundation founded by cooperation of Macedonian and Turkish businessmen, is a Foundation of Macedonia.
Skopje Education and Culture Development Foundation has been managed by (a) Trustees of Foundation and (b) Management Board of Foundation. Hasan Osman Celik was the chairman of management board at the founding stage of both Foundation and University. When founding of foundation was finished, the management board was decided to open a university. Later on, to speed up the establishment of the university; University Council was established. The University establishment process was started by the guidance of University Council.
The University was started to education by preparatory school in 2006-2007 education year and in 2007-2008 education year with two faculties besides preparatory school. The names of these faculties are as follows:
-The New Balkan Faculty now became The Economic and Administrative Sciences Faculty; the dean of the faculty is Prof. Dr. Mehmet Zelka.
-The New Balkan Technical Sciences Faculty; the dean of the faculty is Prof. Dr. Abdurauf Pruthi.
The establishment and accreditaion of Preparatory School with the two faculties has been completed by the period of first founding rector Prof. Dr. Yusuf Ziya İrbeç and in 2006 the education was started by registration of seven students into Preparatory School.
In 2007 the number of faculties and departments were increased and in this regard it is decided to open 5 faculties and 7 departments. To realize this decision, all necessary work has been started in October 2007; In January 2008 a new project was initiated and was applied for accreditaion of the 3 new faculties and 4 new departments. The accredition for these faculties has been received in April 2008. Upon receipt of acrredition, applicaion for license was made and license was received in October 2008 from Macedonian governmenet. By the receipt of accredition and license, the International Balkan University has been officially founded. From the founding stage(beginning) until June 2007 Prof. Dr. Yusuf Ziya İrbeç, from June 2007 until September 2008 Prof. Dr. Mehmet Zelka were founding rectors. Prof.Dr. Hüner Şencan has been assigned as rector in September 2008.
Seven students have been registered into Preparatory School in 2006.
In 2007-2008 education year, it was continued to the education with 61 students in total. 39 of these students were in preparatory class, 22 of them were in the first grade. Nine out of 22 first grade students were in the Technical Faculty, 13 of them were in the Economic and Administrative Sciences Faculty.
In 2008-2009 education year 84 students were registered to the preparatory class. There are 43 students in the first year, 25 students are in the second year (13 in International Economic Reletaions, 3 in Public Administration and 9 in Industrial Engineering Departments).
On 16 December 2008, the representatives of the Turkish High Education Institution (YÖK) has made the first visit. And IBU is recognized by YOK.
Faculty of Fine Arts, Faculty of Technical Sciences and Faculty of Administrative Sciences and their 5 departments have acredited by YOK at the begining of the 2009-2010 academic year. The accredited departments of the University are: all departments of Faculty of Technical Sciences (Industrial Engineering and Information Technologies), all departments of Faculty of Administrative Sciences (International Economic Relations and Management and Public Administration), Faculty of Fine Arts (Graphic Design Department).
Accreditation procedures for Public Relations Department and English Language and American Studies Department are ongoing.
At the beginning of 2010-2011 academic year Vice Rector Prof. Dr. Mehmet Zelka left and Prof. Dr. Liljana Markovska was nominated instead. At the same time 23 more new instructors are employed.
